Modding is only possible on PC, so I'm sorry to tell you that won't happen.

As far as I know, there aren't any voice files for yelling those instructions. What you can do though, is simply not walk up to their car but stay next to your own car and order them out at gunpoint. Arresting people works with peds in vehicles too, they should just get out and start the regular animation.

You need to press Alt-T (may have also been just T, can't remember though) again to put the taser away after use. GTA IV only allows you to have one weapon of each type, so the taser has to replace the pistol otherwise it won't work. Putting it away however will allow you to grab the pistol again.

It'll probably be released when it's done. When that is? Nobody knows.

That's just how GTA works, you always turn off the engine when getting out of a car. You can sort of counter that with MoreControlV. This will allow you to exit with the engine running, though the lights won't be as bright when you're out of the car. Still, it's better than nothing. It's probably safe to assume that it'll be released when it's done, just like pretty much everything else released on this site.

It stops cars spawning in the area, so once you hit the button you'll have to wait a bit for the already spawned traffic to despawn/drive off elsewhere. On highways it works slightly faster, as for some reason traffic turns around when it approaches.

A few weeks ago 2 kids (don't remember their age) thought it was a good idea to throw a bag onto a service desk at Amsterdam central station and yell 'allah akbar' while running off. That does indeed appear to be a GTA Online character model. They do occasionally spawn to bring a little more variation, and to provide some partially dressed cops in the dressing room.

The current issue with grabbing suspects and taking them with you is that the required animations haven't been found yet. In fact, we're not even sure if there are any usable animations for this in the first place. Either way, suspects shouldn't run away in the first place once you arrested them, and you can make them sit down if you don't want them to follow you so I currently don't see much of a problem.

Then you're probably not on the latest game version. Make sure your game is on the latest version, download the latest version of the RAGE Plugin Hook and then it should work.

You don't necessarily have to downgrade your game, you can just download the latest version of the RAGE Hook from their website.

You can change your forum name yourself. Click your name at the top right of the page, click 'account settings' and then 'display name'.

Since you didn't mention it in your post, are you clicking the 'Submit' button after completing the Captcha? Everything seems to work fine for me.

You can also simply type 'Repair' or 'Wash' in the RPH console. That way you don't need a separate mod.

Deleting images is disabled for members, I think it was implemented to prevent abuse or something. Anyway, to get an image deleted, simply report it and a staff member will take care of it.

Police Radio should not be in your plugins folder, so please read the installation instructions in the readme. As far as speed radar goes, I can't help you unless you post your RPH log.

That is most likely a separate plugin for LSPDFR. Please review the readme and config files of any other LSPDFR plugins you have.

You should be fine using mods in singleplayer. When playing online however it is highly recommended that you remove all modded files from your GTA folder.

That's an online ped if I remember correctly, as that was the only way to get semi-dressed cops.
