This is LSPDFR's built in Arrest Manager (which is a bit inconveniently named) and is nothing to do with my modification. Please include your RAGEPluginHook.log file and try explaining a bit better, I don't really understand.

If notifications are not appearing, they're probably turned off in your GTAV settings - you'll need to re enable them from the Pause menu. Observation Window flickering is not part of Traffic Policer but is a known thing caused by excessive plugins for your PC to handle. The Look Up window appearing is nothing to do with Traffic Policer. Pressing E when standing still in a vehicle makes LSPDFR open the computer. This is nothing to do with Traffic Policer. Your trainer probably has a keybinding for that set to the PageUp/Down keys.

In that case, there's probably something else going on behind the scenes as that's not normal behaviour. Check if any background programs are running. Please attach your RAGEPluginHook.log file.

My next round of updates should improve performance. It seems like the latest GTAV update has caused some major lag issues with RPH in general for some people. I'm hoping it's something that can be fixed internally in future. As for myself, I'm not getting any major lag and even while recording have 60fps. I'm on an Intel i5 and an amd 380 nitro.

Emergency Strobes is know to be performance heavy. Try removing it and see if it helps.

Delete all the old files of that particular script. Proceed to install as normal, following the installation instructions carefully.
Siren Switch Honker is now integrated into Siren Mastery. You can replace the switch sirens sound files with the ones included in Siren Switch Honker's download. British UIs will also soon become available! Siren Switch Honker Siren Switch Honker is a script modification that allows you to simulate a honking sound whenever you toggle your siren tone. It supports non-default siren toggle keys and controllers, as well as variable toggling sounds. Having the horn sound for a short moment when toggling sirens is common in British police cars.
