Better paramedic driving
5 mins ago I wrote a very simple script which limits the max speed of any spawned ambulance. Lower Vmax = shorter braking distance = fewer accidents (probably). I'll upload it here to test so you could tell me if it's work for you and then I could upload it officially to the download section. Deal? The file is attached, unpack it (*.dll) into your "Rockstar GamesGrand Theft Auto IVlcpdfrplugins" folder. Ambulances drive with Vmax = 65 kph.

Open one of API Example callout in another browser window and try to understand what every element of the code means while reading those tutorials.

As far as I know JulioNIB used a different way to cause chaos on the street, he added force to all vehs in the area/turned on a "crazy driver" mode. I didn't use his WatchDogs mod neither saw changing traffic lights on YT.

Neither ScriptHook nor a rich list of native functions does not let you to change traffic lights. That means it's (almost) technically impossible to control what signal is being displayed. The most useful mod I used to use in terms of "traffic management" while responding code 3/2,5 was Mordecki's Siren Tool. I recommend to test it.

The Wasteland - callouts for Bohan
I assume you installed the mod properly (you find the instruction in readme file, don't forget to read the guide!). To receive callouts you need to enter the borough of Bohan and wait for a randomly picked call. You also can open a console and use "twguide" to show a list of callouts' names to force-start them using "startcallout [name]". In case of any doubts post here your questions.

Schottler and Beechwood City are great for such operations, drug corners, suspicious bar, dark back alleys, everyone is armed so any shot fired means a gun battle with bullets flying in all directions and sirens of backup sectors screaming in the thick air.

Should I buy Cities: Skylines?
I played it. You start the game, check the time a little bit later and it turns out you spend 3 hours on building your city and every minute of it was fun. If you like city builders, go for it.

Yes, I'm aware of this issue, it will be solved with a small addition like suspects' reaction on warning shot, beating (sth like in 'EMS needs assistance' call) etc. Unfortunately I won't have enough free time soon so the release date has 'TBA' status. Feel free to post questions, suggestions, stories, screenshots connected with the mod and have a good time playing it!

When a suspect is on drugs or highly excited it may need to have 5-6 big cops to subdue him. Don't do math like 6/2 > 1/1. That fellow had his opportunity to go with the easy way, he could take a good decision but refused. What if he accidentaly press a trigger and a bullet would kill a bystander?

The worst police department policy ever
In this specific example I can assure you that no dept. it the world is able to change this kind of reaction during such short course. It takes years of intensive training to change or develop such an instinct to work under extremely high pressure and take conscious decisions, improve shooting accuracy etc. But I fully agree that Officers should be trained better in terms of psychology, martial arts to be able to keep 100% of control in their hands. The case of Mr Garner (which is the main cause of all this BS) is a good example to learn from - he was not an extremely dangerous perp, he could be talked out the situation, maybe maced a lil bit and, what's most important, overpowered without choking (batons are great to control perps arms). They overacted because of lack of more advanced skills to handle the situation. This is the issue here I believe. Give'em tools, skills to handle the street and they won't be so stressed while working under bad conditions. There's nothing to deliberate when you are not capable of doing your job 100% professionally.
