  11. Delete everything manually, deleting local files deletes the game files, not mods.
  12. Are you running the game in a Compatibility Mode? If not, try setting that to Windows 7, remember GTA IV itself only supports up to Windows Vista.

  23. Are you sure that you want a 4790K? You could easily get a i5 4690K for £100 less, without much of a performance loss.
