If you are referring to Rage Plugin Hook modifications, they are required to be installed in the 'Plugins' folder. The 'scripts' folder is for Scripthook Dot Net modifications (LSPDFR/Rage Plugin Hook do not require this)

Well I remember seeing it sometime last year and it really looks like they haven't made much progress.
