As said by Lundy, there is no need to pay money. People create mods for free because they enjoy it. Well, yes this site is the best to ask, We support any kind of GTA Modelling (hence why there is a download section to modded cars, and a Forum section for it. We're just correcting your mistake to make things less confusing, as how you put it makes it sound like you want to create models for LSPDFR, which is not possible. However creating models for GTA V is possible (and is what you mean).

They're mods for GTA V. Not mods for LSPDFR. hence why ineseri said there is no such thing as modelling for LSPDFR.

Move your x64 files to your desktop, then try it

I will point out that it's against the Community Guidelines for people to ask or give out original files as it's considered piracy (disclaimer for people who think they'll be doing a good thing and give you their file) however you can put your disc in and choose the repair option, if you have the Steam version right click on the game in Steam - Properties - Local Files - Verify Integrity of Game Cache. This should change everything back to stock files.

This is already a feature? It's been a while since i've played 0.3 although i do believe you can radio in the suspects details.

The root folder is the game folder (your GTA directory). LSPDFR doesn't work with GTA IV, since LSPDFR is teh GTA V version, you maybe referring to LCPDFR which is for GTA IV
