Have you modded the game at all? If so what mods are you using?

0.95 wont update to 1.0
Remove every LCPD:FR file you have, whether it's 0.95 or 1.0, Remove it completely from your game and re-download LCPD:FR from here - '?do=embed' frameborder='0' data-embedContent>> If it says you have 0.95 then you have 0.95 because 1.0 was reworked so any evidence of wording about 0.95 wouldn't be in 1.0, so it's either you download 0.95 by mistake or you still had 0.95 in your game.

Do you use a steering wheel?
I use my steering wheel for one game and one game only... That's Euro Truck Simulator 2, yes i spent $350 on a Logitech G27 Racing wheel JUST for ETS2. For GTA, i use my controller since it's a lot easier than using a steering wheel or mouse and keyboard.

Advice on a New Headset
I used to have Turtlebeach Earforce ZLa, until i upgraded to Razer Charichas, the quality of sound is great, the headset also includes a bass setting (like an audio slider) which can be changed. The only problem i have had with these headsets is the buzzing/fuzzy noise when your not playing audio. other than that i love this headset. And it fits nice and comfortably with glasses too, since the ear pieces are a foamy cushion it really doesn't effect the way your wear your glasses. I have used glasses with it a couple times and i haven't had any problems with them (i wear glasses except being at my PC since they give me a headache otherwise)

Do You Think GTA V Will Be Easier On Computers in Terms of Graphics?
Altohough no official Specs have been released by Rockstar Games, we can't say yes or no to the "will my computer handle GTA V" questions, however since the massive overhaul in the graphics for the next-gen release the required specs will be pretty outrageous. If your computer is making a loud noise while playing GTA 4 then it's either a processor or graphics card problem, if you even attempted to launch GTA V with your current system.. it will most likely cook your PC.

UPGRADING MY PC FOR GTA IV LCPDFR WITH ENB AND ELS8
It should do, I haven't tested it since i don't own it. but i have played other fairly new games on my rig and they run perfect at the highest settings, so BF4 should work. If your PC specs meet the reuirements for the game.. then it'll run:)

Just Cause 3 - Coming 2015 to PS4, XBOX ONE & PC - Not Free2Play
I saw Nerd³ post a picture on Twitter with the "microtransactions" I could tell that it wasn't going to include microtransactions since the style looked more like a buy mode where you buy stuff with cash you earn in game rather than buying it with real money. I actually purchased the full collection of Just Cause today actually, i haven't played the franchise except the first game on PS2 when i was young. so i'm looking forward to playing the franchise and possibly get Just Cause 3 when it releases.

Terrible Lag
What's your current Graphics card? And what would your budget be if you're buying a new one. Honestly, i'd hold off on buying a graphics card for now, it might just be your RAM that is causing the lag, once you have 4GB or more of RAM it might run fine. Your graphics card might be suitable for GTA.

That will work perfectly, it's close to my current setup and my game runs smooth with mods and an ENB on high settings.

Crashing, it depends on what mods you use, Just modding the game on any type of system you'll be risking a crash. Like i said before GTA IV was a horrible port so it doesn't go well with mods. i crash between 30-60 minutes and i spent $2000 on my PC. just don't run to many high-poly car mods.. i have 4 car mods max Lagging, it shouldn't do.. i'd be suprised if it does, I don't lag unless it's GTA IV being stupid then i'll get the smallest lag that will be un-effected. I have also learnt that disabling your anti-virus before playing helps make your game run a lot better, make sure to activate it when you go on the internet. also you could get a second HDD for gaming that has helped running the game a lot better.

UPGRADING MY PC FOR GTA IV LCPDFR WITH ENB AND ELS8
Depending on your budget range for a graphics card, If you want to stretch a bit over the graphics card you picked out, you could go with this one - http://vatanbilgisayar.com/gtx760-ftw-dual-bios-acx-gddr5-4gb-256bit-nvidia-geforce-dx111-ekran-karti.html that'll run GTA 4 smoothly, especially with GTA 4, Hpwever as it's over 2gb VRAM you'll need to add a commandline to your game if you want to change settings (every card over 2gb needs to do this for some reason)

The processor will be great, i have the same and it does the job pretty well. Your graphics card should be good, i don't know much about the Asus brand however the 3gb should be good enough. If you can, you should add $90 to your motherboard and get this - http://vatanbilgisayar.com/msi-z97-gaming-3-intel-z97-soket-1150-ddr3-3200mhzoc-hdmidvi-anakart.html - MSI boards are built for gaming, i have the Gaming 9 edition and it works brilliant. both my motherboard and graphics card are by MSI and it's definitely an awesome company/brand

That board is decent, don't know how much preformance it'll have since it's a Micro ATX, does your PC have enough room to fit an ATX board? Do you have a link to the graphics card and processor? I can't find one on newegg.

Well honestly, i'd change your motherboard to one that supports LGA1150 processors, From experience boards that are under $100 turn out to be crap. If you're keeping the motherboard you have, then the processor that you plan on getting should be good, for the graphics card anything from a Nvidia Geforce 560Ti to a Nvidia Geforce 780Ti would do (i can't reccomend an AMD card since i'm not a fan of them). Although i do reccommed changing your motherboard to an LGA1150 compatible board to get a better i7 processor though.

ahh, your brand of motherboard wouldn't support the 4.0GHz i linked unfortunately:( that requires a LGA 1150, Although for that motherboard the processor your planning to get is the max you can go in GHz so that should be pretty good. If the motherboard says DDR3 then that means it takes DDR3 RAM, so DDR2 or DDR4 RAM would be incompatible with your board. DDR3 is the most used/common style RAM you can get for motherboards. Every computer and gamer has it (unless they've upgraded to DDR4 which i wouldn't do as it's around $400).

Foreign Submarine In Swedish Waters
That's why i said it could be unrelated, i was never to good with geography.. to me it just seems strange that the prime minister pisses off the Russian President, planned an attack (with ships just outside of Australian waters) then some "mysterious" submarines are sighted. But it's pretty slim that the submarines and the Russian vs Australia thing is connected.

Installed 1.0c but game runs as 0.95
You either downloaded the wrong version, or still have 0.95 installed (make sure you remove 0.95 entirely before installing 1.0) Here is a link to the latest LCPD:FR 1.0c - '?do=embed' frameborder='0' data-embedContent>>

GTA IV EXE
You can try using your Retail code on Steam, as GTA IV should be able to activate as it's on the list of retail games available for activation. If not you can re-purchase it from Steam for $29.99 (for GTA IV) or $69.99 for the complete edition which includes GTA EFLC

Foreign Submarine In Swedish Waters
I'd say it's Russians trying to sneak up on Australia to "attack" us, our Prime minister pissed the Russian president off xD although, i am not great with geography so it could be unrelated.
