After Messing up my mods I was going to wait to download til 0.4 but couldn’t wait. So I re downloaded current version haha 
 
and also, I read some
negative comments a few pages back.. this game/mod would be nowhere as fun or immersive without the awesome creators that took hours of their time to bring us awesome content for free.

I haven’t played LSPDFR in weeks now 😞 I messed my game up with mods and did a clean sweep in my GTA folder! Waiting for this bad boy 0.4 to come out.

I have seen Youtube videos from various creators here where the screen is lighted green with text on it, however it's non intractable. 

Are you guys using NVR?  If so, that's the culprit.  Go into the dlcpacks and find the NVR emissives dlc.  In it, you'll find pranger.ytd, firetruk.ytd, and sheriff.ytd.  You need to replace these with your modded vehicle's .ytd.
 
[Edit] After speaking with the author, he told me the emissives dlc is for vanilla cars, and isn't mandatory.  You can remove this DLC if you wish.

Is anyone here interested in testing the Hawthorne Police CVPI? I could release it by the end of the week if nothing bad happens.

Actually I just found the issue... I have wireless corsair headphones and its causing it. I unplugged the usb adapter and used my stereo speakers and it went back to normal. Then i plugged the wireless headphone adapter back in and the issue started up again

no issues so far...

Hate to be a pedant, but that's not quite correct. Police officers are trained to and are legally empowered to Shoot to Stop the Threat, NOT Shoot to Kill.
 

Or to protect another person.  There have been plenty of case where officers have drawn their guns when their life wasn't in danger at all, but someone else's was.

I am having this issue as well. Very weird...
