Kinda gives it away don't you think?

Rockstar are lazy and re-use code a lot. They know people look through these files so we can't take anything in them to be accurate.

At most, they copied some of the stuff they were working on from GTA V and tweaked it a little and didn't edit their configuration files that much.

If that's true... Holy f*ck "snowplough"!

But it's unlikely to be the GTA V vehicle list, or at least there aren't all the vehicles, make memory, where's the huntley that appeared in 0:24, followed by the rebla? and the landstalker, ambulance and some more. There would be too few cars in V...

And just one police vehicle?

This could just be the file for Max Payne that was used for that game and the files are just shared. Someone might have been too lazy to change the name. Example: There is no file line for the Police Helicopter or the Fighter jet that was seen in game.
