Do you have MSAA enabled?  That absolutely murders performance, even on my Titan X.

No,  the strange is that it doesn't matter if I set the settings to high or low.

Do you have v-sync on? If you do, try turning it off.

It's a notebook type of processor I see.

Yes, its a Alienware 15, with a desktop GPU: the 970.

Cpu bottleneck?

Probably not.

Well......wait...

How did you manage to get a desktop GPU paired up with the notebook CPU? O_O

Yes it's a 2015 model, some new technology ;) it's called the Graphics Amplifier.

I think the laptop i5 is equivalent to a high end i3/low end i5 desktop processor. The 970m, which is probably in your laptop, is equivalent to a GTX 960 desktop GPU.

Also, make sure that your NVIDIA settings are on 1080p, as well as your game resolution.

OK, it is on 1080p, it's a new typ processor for high end gaming. Note that the GTX 970 isn't a chip but a EVGA GTX 970 superclocked 2.0

Ah, I see now. Had to go through the options of it on Dell's website.

Your absolutely positive it is on 1080p? Because the native resolution of the laptop is 4k, which is where I got about 40 FPS on my PC (MSI 970). Make sure in your NVIDIA Control Panel that you have the game downsampled to 1080p, using DSR.

I'm gonna dubel check it, thanks!

Go into the Nvidia control panel and turn off Adaptive V-sync if its on.

Consider running the 'DXDIAG' command in Windows and giving us the resulting text file, or screenshots of each tab. That gives us specifics on the CPU and GPU so we don't have to look it up.

You need to keep in mind (all of you) that the mobile chips are nowhere near as powerful as their desktop counterparts, even if they are advertised as such. A 970M is a slightly improved 880M chip due to the new architecture, but it's largely the same performance wise. Even still, you'd be surprised how easily it could be stomped by a previous generation graphics card.

Observe: http://www.hwcompare.com/22047/geforce-gtx-970m-vs-geforce-gtx-670/

I have a 670GTX, an old card by this point in time, but it is actually significantly faster overall, despite its age; with the exception of when very high resolutions (above 1080p) are applied or when high intensity FSAA is turned on.

I read that you claim it's a desktop GPU shoved into a laptop enclosure, and that may be, although I doubt it's the exact same card anymore, since it would simply run too hot. You'd have to have some kind of a revolutionary miniature wind turbine built into your laptop case just to keep your computer from overheating. nVidia cards run notoriously hot, especially when given little breathing room.

Moreover, your CPU may indeed be a bottleneck. Your model of i5 (as are many notebook variants) is a dual core CPU, running at 2.9GHZ. It does have TurboBoost that can put the clock speed up to 3.5GHZ, but when it does that it only operates on one core, which would explain dramatic spikes in performance.

If none of these hardware limitations are causing the problem, I would suspect a driver issue. nVidia has had a terrible track record with drivers for this particular game. Mine had terrible stuttering (along with thousands of other players who complained) until a couple of months in a new driver with a patch was released, and now the game runs great unless I decide to record video on top of it.

Here is the file. Yes, I have looked in the Nvidia Control Panel. But I don't have this with other games, like The Wicther 3, and that game needs much more GPU power.

By your processor, you do not meet the minimum requirements for Grand Theft Auto V, your laptop is just something overpriced because of the GPU...
