Yes, most likely cause is that the vehicles for the backup units couldn't be spawned in time (either due to GTA IV being GTA IV or unoptimized car mods) and instead everything just spawned at you.  It shouldn't be a regular occurrence anyway.

By the looks of it, a helicopter attempted to be spawned, but something failed (probably ran out of memory) and everyone spawned at you.

Not entirely sure, maybe Sam or LMS can provide more insight.

 

 

Yeah I looked back and saw it happened when i spawned a heli. But it didn't fail, it spawned. The cops were random.

 

Also earlier in the clip, theirs this.

For some reason my pic wont post but it had like 10 cops lined up in a row in the middle of the street

hi sir i think you need disable short keys of your trainer maybe that...

 

I don't use a trainer. It was related to calling in air support like Sam and Jay were saying.

 

that honestly would've scared the shit out of me if I had been playing LOL!
