I've had cars randomly stop, sometimes when I've pulled someone over, but usually when I'm arresting someone at the roadside, as if they're stopping to watch me do it.

If your car is still on the road even a little bit, or you are on the road hanging over the vehicle you are stopping's window, then the AI will stop due to their poor tracking skills.

They stop beside me.  And I do not think it has to do with VDH. I have seen it happen just with 1.0.

 

EDIT: It could also be a feature of 1.0 where drivers stop and watch you.

It's not a feature. It's a glitch that happens when you use the in-car computer. It existed long before version 1.0. Shortly after you stop using the computer and get out of the car again, the AI cars that stopped will drive away.

This happens me as well, I think there's a script somewhere that makes the cars drive around you.

The only mod I'm aware of anywhere along those lines is 'Less Overtaking' which does the opposite. Basically it stops cars from going around your patrol car while you're on traffic stops. Not aware of one that lets them go freely due to the console interaction that the police computer does behind the scenes (like Iconography said) but it would be kinda neat. Alternatively, you can always let the cars pass you and then use the police computer, or just ignore it. There are a lot of little glitches I've had to ignore since I first played LCPDFR, because we've always been somewhat at the mercy of how the GTA IV engine behaves. Small things like that don't bother me now as much.

Although I have had cars slide to a stop in front behind and all over sometimes randomly. If you push M, I havent found out what that does yet. It opens like a little search area on the map. And I found that when I push M the search area shows up on the HUD and cars start skidding to a stop.
