It happened a few times during testing for me, one time the car cop car was spawned in the middle of a pillar in Hove Beach, I think that contributed to why the chance of them having a stop is so now (you don't want an AI car to sapwn inside a building which causes the physics engine to go crazy).

I was Playing 0.95 Earler and i Saw a Cop On A traffic Shop. i am not Kidding it was on Columbus cross of Jade.

That is one of two Rockstar spawned traffic stops. Another one is on the East Borough Bridge.
