Paint.NET does not make your skins look unprofessional by any means whatsoever, as long as you know what you're doing. If you have the right skill and plugins, you can make skins look just as good as ones made with Photoshop.

Paint.net is fine. just make sure to download plug ins!!

 

However PS CS6 or others would also be the right thing to go with as they a lot easier(IMO) to use.

I do not make skins as I have no skill in that lol but I know that my friends who make skins on here use CS6!
