Third Watch is my all time favorite cop show (behind Southland of course). It gets a little more dark and involved as the season's go on and focuses a lot more on the cops than the other services. And Bosco is the greatest TV police officer to ever live.

The paint.net plugin list seems to include every plugin available. What are some of the best ones are for the purpose of making skins?

I don't think I've seen anything like this on here before, so bravo for creativity, but there are some things that need to be done to take it to the next level. This skin would really benefit from taking a little more time to fix some issues. The text on the door and rear of the vehicle where the text is cut off by the door handles and parts of the car would benefit from being repositioned. "Security" on the driver's side isn't capitalized and the "US Department of Homeland Security" isn't in the same spot on both sides and in my opinion could be spaced differently (maybe only put that on two lines instead of three so it doesn't seem so unbalanced with there only being 2 letters on the middle line, but this is only my opinion and may not be what you want to do). I'm sure there is also a way to edit the pushbar texture to remove the "Metro Police". That doesn't really line up with it being a federal LE vehicle. Some people may say these things are kind of nitpicky, but that's what I look at when deciding which skin to use. These are really simple and quick fixes that would make this that much better and make you an even better skin designer in the future.

This is really kind of pathetic. The guy does one verse and then they just make a bunch of noises. Like seriously? Who thought this would be a good idea? And what the hell does this have to do with London Bridge? My head hurts. Imma go die in a hole somewhere because society is ruined.

What are you referring to when you say "it"? If this is what I think it is, it's just a Windows security notification that pops up because LCPD:FR is made by someone it has never heard of and could potentially contain malware. This is to prevent you from downloading what you may think is something like a Java Update when it's really just a fake trying to look like the official thing. There is usually an option along the lines of "download anyways" or something similar to get past the notification. Again, I don't really know what the problem is (perhaps post a picture?), so this may not be accurate at all, but this is what it appears to be.

This mod only works on PC. So, yes, you would need to buy a PC copy of the game to be able to use this mod.

I always have my control panel closed and it still happens to me as well. Every time. The settings also change every time I open the control panel.

I tried a completely different model to no avail. The texture still has that flat feel to it in OpenIV as well, so I don't think it's a graphic setting.
