I'm sure R* wont include the police DLC, but if R* added modding support, a SDK for map making, creating skins, making car models, and a PC version that isn't as horribly optimized as GTA:IV, then I would love R* forever

How Amazing Will if rockstar will do for us Police DLC with new one Cop character with Story and cop missions and after finish story we can play like cop with or without partner and safe your country , pull over cars and other things

Rockstar already announced they won't be doing any major expansions for the game. Any DLC they do will be small and priced to match. And there's no mass market for the premise anyway. Not going to happen, I'm afraid.

People say that it's because of the Hot Coffee issue, and all the problems R* had after it came to light. However, R* has also supported some mods, hosting videos in their site, and said they appreciated the work of the modders, a while back.

Okay, so there's a few facts that some of you need to get straight:

 

PC-Port: We've had numerous sources and evidence saying R* will release a PC version of GTA V, and even if that is not enough for you sceptics: Think hard, would you turn down a sure multi-million dollar revenue by selling PC versions of GTA V, and even if, how would you communicate it to your shareholders? After all, R* is a stock corporation. 'Nuff said, GTA V will come for PC, maybe with a delay, maybe as a horrible port, but it will come.

 

Modding: One can't say too much about it yet, but the engine is the same as for IV (RAGE with improvements of course) and as such the basic structures will be the same. There will be a virtual cdimages system (and I would bet the internal structure is largely the same), there will be numerous .dat-Files which contain raw configuration data for cars, ped-handlers, engine, etc. and there will be textures and models with largely the same specs as in IV. Heck, I would'nt even be surprised if you can port cars from IV 1:1 to V without too much trouble. Scripts however may need to be updated or rewritten with new handlers and hooks. Probably the weather system is also completely new, due to different weather in different locations opposed to global weather in IV, who knows what they changed in that part of the code as well.

 

Just stop for a moment and watch the collection of script-mods and tools that is available today for GTA IV. Then zoom back into 2008/2009 and think what was possible back then. LCPDFR together with great enhancements like vdhs police helper 2000 or braveheart's policing script are turning the game experience around completely (for good!). Script hooks for .NET allow a broad base of developers (even newcomers) to write script mods for the game. Creating a new skin for one of the thousands of new cars out there is possible with OpenIV and a decent graphics program in mere minutes.

 

It took time, and it will take (substantial less) time for V to develop the necessary tools and workflows, but V will be just as heavily (and possibly more) modded as IV was. Just because the game world is so much bigger, theres so much more tuning, clothing, driving, flying, fighting etc.

 

Last point:

Rockstars stance on modding:

They may have been a bit unsure how to handle it (one may say there where very sure to try and ban it with some of the earlier patches) but ultimately: What developer has been successful with banning modding?

They are no idiots. They see just as well how much of an afterlife GTA IV has just because of modding. Compare the number of people still playing the console versions (where no modding is possible due to its closed nature) and the PC version with a rich enhanced gameplay. And they also see - and this is where it gets important - how well the modding scene for GTA IV is behaving. How many mods made it to the media in the US or elsewhere, creating a media-no-clue-what-theyre-talking-about shitstorm against Rockstar? That's right, none.

So downside of modding for GTA IV? From Rockstars point of view? None - at - all.

 

So will they be nice and release modding tools? SDKs? Heck even some specs? You can be sure they won't. It's just not how they are. They never took a step towards the modding scene. But they sure won't take steps to try and ban modding as well.

 

So it's entirely up to the modding scene.

Rights holders ultimately control what happens to the modding scene in the end.

The modding scene can create stuff but all it takes is one overzealous rights holder to wreck it all. Though admittedly most of those are Hollywood only...for now until they make the leap to gaming.

For instance yesterday Swedish police seized a site that generates fan made subtitles for movies and TV shows (or, modding if you want to look at it that way), claiming copyright infringement. They have a point there, however the official translations are awful. And don't get me going on dubs.

 

Now it isn't too big of a leap to say that a new Iron Man movie comes out, and there's a mod that uses sounds or images from that movie in....say....a IV or V mod, the rights holders are able to leap on that mod and then go and look at the site in case it has more of their property on it..

Suppose the site is GTA4mods, and the rights holders see all the real cars, they can go and get hold of GTA4M's country's police and get the servers seized based on copyright infringement. DMCA wasn't even used at all btw. Just a straight raid and seize.

It's VERY scary stuff and has implications beyond Hollywood. Since if they can shut down 100% fan created works, what is next? Getting rid of review sites? Oh wait. They pretty much already do that with iffy looking reviews...

 

Getting rid of gaming sites for having mods with images from games? NBC/Universal deleted ALL the BSG mods from ModDB a few years ago when they were launching their utterly crap official game.

Spend five minutes going through the DMCA takedown notices. I did earlier and I noticed there was one about Cops and requesting removing URLs, it included: BBC, Yahoo, Another fan site for a different game, several police agency websites. All because they had the word 'Cops' somewhere on their pages.

 

By the way I am not endorsing piracy one bit. I am saying there needs to be restraint with the rights holders. Not that there will be. I fully expect game mod sites to be in the line of fire in the near future for 'copyright infringement', and now there's modding on consoles it'll be a bigger target since the suits think PC = piracy.

As for the whole 'has modding made it to the media?' question....

Yes, a newspaper in Colorado ran a story on the police there issuing cease/desist notices to modders here. That generated a few threads (now closed) here and made it to the wider media.

Also. Hot Coffee. There was a series of articles on that and how R* treated it.

Cease/Desist by Colorado Police: Well I just hope the whole rights-issue will not be coming down on the mod scene as you predicted. Since corporations in the US are pretty trigger happy when it comes to law suits defending their intellectual property.

 

Hot Coffee: Sorry, I guess I didn't made my opinion on this very clear. Hot Coffee was a disaster for Rockstar, not so much in financial terms, but publicity-wise. So they tried to prohibit modding or at least file access for GTA IV. It didn't work of course. But now they had 4+ years to watch and observe how the modding community worked to extend the replayability of their title.

Im pretty sure they learned the lesson - so code that is supposed to not be seen will be deleted before shipping and modding will neither be supported nor prohibited exessively by R*.

Also.....now Putt Putt, yep, the minigolf folks, are suing Mojang over user created content. Read that again, Putt Putt are suing Mojang....over minigolf courses the users have made, in Minecraft.

R* knowingly left Hot Coffee in though, and thought at the time nobody would crack it going by the emails from the company legal to the suits. The real reason for the PR disaster was two fold:

First off: OMG HOLY WTF SEX IN GAMES!!! Yes, that mindset. Sex is okay in films, books but not TV or games. Double standards.

Second: They didn't disclose the code to the ratings board. That got the game rerated and pulled from stores and contributed to the PR nightmare.

 

Second-and-a-half: The ratigs boards set strict guidelines over what content gets what rating, which is what R* wanted to push but messed up on

It takes time to go through and totally wipe something fully out in a pile of code as big as GTA.

Say in V they had to get rid of a character (the voice actor died or got accused of some sick crime), it's not just a case of wiping that character, they'd have to change everything that character's linked to. Text, cut scenes, missions, it's a ton of work and not impossible that things get overlooked and forgotten about, or assumed to be taken care of by other people.

That is why we don't need morons posting IP and copywrite material on the IP holders websites (i.e cease/desisit from Colorado Police).  

 

Watch, next someone will post a neat new FORD Interceptor model on the official Ford website, in a GTAIV video, running a whole sidewalk of people down.  Then they'll wonder why they are getting phone calls, emails and letters from Ford attorneys..

Be it Youtube, FB, Flickr, or wherever...it'll get seen. For instance, Putt Putt are bending the rules. They are trying to claim that the user-created content (on Youtube) is in Minecraft by default. But it's modded in, and that's grounds for a lawsuit

I mean, the name of the game IS "Grand Theft Auto", basically the opposite, criminal side.

 

And, nothing is really impossible for R*, they could create any type DLC they would earn lots of $$$.

Not necessarily...LA Noire was in development since 2004 but wasn't released until 7 years later in 2011.

 

Agent was announced that it was in development in 2007. The title wasn't announced until 2009. It could still be in development.
