Yes, I believe it's the RAM and CPU/GPU processing power (lack thereof) that's the issue, not LCPDFR.  
 
I use to get that error a lot on my laptop, but once I upgraded to a new blown out desktop rig with a phat GPU and CPU, I don't get that message very often at all...almost never.
 
Anyhow, you can try to mitigate that issue by running vanilla LCPDFR, with little to no scripts and no mods.  That or upgrade RAM, or GPU, or both...if you can.

I think the new GTAV update has caused issue with RageHook.  Probably going to have to wait for a new release of RH plugin.  
Haven't tried to play, but I know my GTAV received a 5.6gb update today.

BTW:  the first time you execute the RH plugin, you should be asked to backup your current game.  Do that if you don't want to wait for the RH update.
 

Now that is something the community wants. Something that is site-wise only and not in game ranking would be great. the Crime Stats were a big part of LCPDFR so i don't see why it can't make a return with LSPDFR. 
 

I watched the video that he himself posted on twitter and its horrid. They didn't reveal to much detail on the news so i tuned into Virginia State Police CH1 & CH2 on the scanner. This guy drove his Silver Mustang to a nearby airport, then ditched it and stole a green Charger and took the police on a chase which involved at least one Hit & Run involving another vehicle and 4 other cars crashing due to the chase (No major injuries) at some point he had switched vehicles again and jacked a Chevy Sonic and took them on a pursuit on I-66 before he was boxed in and confronted by the police, he shot himself  but managed to only criticly injure himself and he is still breathing. I hope he lives, death for him would be a easy out, hopefully he can suffer the rest of his days locked up and forgotten. 

Why upgrade to .23?  If everything works, why break it?

Good luck with that.  You probably will not have textures by the time you mod all 80-90 cars.

Quite simple actually...just unpack all the files in the LSPDFR zip into your games main directory.  Run the game with the RageHook.exe when starting up GTAV, and you're all done. Very very simple.

Use the "Stay Clam" mod.  I'll try and dig up a link...I may have found it at GTA5-mods.com
It does not interfere with LSPDFR and the peds, in and out of cars, will not freak out and will not start panicking - driving over the crime scenes and whatnot.  Works very well.

So, I was called to assist with a man with a gun to Northern Gardens. I arrive on the scene, equip my assist-favorite shotgun, and we advance. The perp notices us and opens fire, so he gets one in the guts and fells on the ground. And all of a sudden I hear shots.. from behind? I turn round and see a black Cavalcade with two guys in leather jackets shooting at us! Officers open fire, one catches a bullet in the head and falls on the ground while I scream for backup being suppressed behind a corner (an UZI machine gun is not to be joked with on the Hardcore mode). A backup unit approach from the far end of the street, and the shooters turn round and run for it. (at this point I was able to call the pursuit on them making this all a pursuit event)
 
Me and three other officers engage in a foot pursuit, then suddenly one guy turns round ans starts shooting at us while the other guy carjacks an Esperanto! Paying no attention to the shooter I hop on an abandoned motorcycle and follow the other guy in his Esperanto, and then I see another officer who took a Blista. Together we chased him down to the Broker tollbooths where his car lost control and crashed. He was successfully arrested by the tollbooth cops a second later. 

Wonder what happened to Abraxas, I know he lost his job, but must have found one by now.  
 
Anyhow, he did some good works.

You can remove the dirt in the vehicle.ide.  One of the last inputs is for dirt...change from 1 to 0.

@DrDetroit That kind of temperature converted to Celsius is kinda good.  On idle, 30C/40C (80F/104F) is the norm, under load is 60C/70C (140F/158F). But even then, for you a water cooler would work to reduce it a bit. Same as for Pavement, a H55 is good, but if you are gonna overclock, maybe get a H80i or even a H100i. Read reviews around the web.
