You don't need to pay for a server - you can easily host your own and have up to 32 slots (just how much GTA holds ;)) I use it right now for playing GTA IV with friends - the sound quality is awesome and I love the push-to-talk feature along with the ability for TS3 to overlay in game (if you set it up properly)

Couldn't find a decent tutorial so I'll just give you one off the top of my head

 

Download the teamspeak 3 server, from the downloads section on teamspeak.com

Go to portforwarding.com and find your router, then find teamspeak. It will give you instructions on how to forward ports for teamspeak server to work (port 9987 UDP, 10011 TCP, 30033 TCP)

Once forwarding ports, run the ts3server_win32.exe or ts3server_win64.exe (depending if your PC is 32 or 64 bit)

A box will open up copy all the info to an external source before exiting it (it will contain key and admin password)

Go into your TS3 client and and when it asks for an IP to connect to, type localhost

To become an admin go to permissions > privilege key, type in the key you saved earlier. You're now an admin!

There are a couple admin programs also that you can download from teamspeak.com, they will use the username "admin" by default along with the password you saved earlier

 

For people to connect to your server:

People outside your network must connect with your external IP, if yours isn't static then signup for no-ip.org and download the DUC client so it updates your IP with your hostname, then you simply give your hostname to others to use for connecting to your server (mine is chamimnya.no-ip.org) and if you have your DUC starts up on startup, you'll never have to deal with your external IP updating

 

For people in your network, they use your internal IP for connecting

My clan uses skype. It is a great free product. I advise using it if you dont want to spend money on a Teamspeak

For teamspeak 3, you can apply for a non-profit license and have 500 slots.

 

It's harder to register as a Non-Profit, you must use a dedicated email address, not a google, or hotmail, so you must purchase hosting, and a domain name before you can apply for it now, otherwise I would have done it.

 

WARNING: Our Non-Profit License (NPL) Policies have changed!

 
Our new requirements include the following:
 
You MUST have a verifiable, operational website on a custom domain 
(eg - 'www.mygroupsite.com').
You MUST have an email address associated with your custom domain 
(eg - 'yourname@mygroupsite.com' -- personal email addresses as well as free email services such as gmail, yahoo, hotmail, etc, are no longer valid).
You MUST provide a static IP address on which you intend to run your NPL-licensed server.
If an NPL has already been issued on the IP address you supply, your application will be denied. You MUST host your NPL-licensed server on a unique IP address.
When we verify your website, it CANNOT have any donation buttons or advertising of any kind.
 
If you do not meet these core requirements, please DO NOT PROCEED. 
 
And a NPL allows you 10 virtual servers max, with a combined 512 limit.

We applied for ours just over six months ago and renewed it very recently with a Hotmail email address. It's only £10 a year for a domain, just grab some free hosting....

TeamSpeak 3 I would have to say is by far, the best voice client I've ever used. I've used Mumble, Ventrilo, Steam and Skype, which all serve their purpose, however TeamSpeak is fun to use, and includes the most extreme use of customization I've seen in any voice client. If you're into that.

 

I would personally suggest TeamSpeak.
