    Have you tried downloading it again? Also, do this (http://windows.microsoft.com/en-us/windows/show-hide-file-name-extensions#show-hide-file-name-extensions=windows-7). Show file extensions. Add .exe to the end of the file.

    Yeah, replace them with the backup vanilla cars or download some other models.

    Download and install this (http://www.gta4-mods.com/script/simple-trainer-version-65-f2115). It's essentially a cheats menu, and yes, you can spawn weapons.

    Is it a legal copy of the game? Are you running the game as administrator? Is it the steam version? Are you using the latest patch? What mods have you installed? List them please. Did you save whilst on duty? Have you read my guide (found in my signature?)

    Make sure that the trainer keys are disabled by going to your GTA IV folder, open trainer.ini, hit CTRL+F, type in KeyBindingsDisabled=0, click on Find Next and replace 0 with 1.

    What do you mean with "good missions"? 
     
    If you stop recieving callouts after awhile, Bring up the console in-game by pressing the ‘tilde’ key. It’s located above your ‘tab’ key.
    Note: Some users (including myself) needs to press the ‘ö’ key instead. Type “reloadscripts” (without quotes). This will cause all scripts to be emptied from the memory and then loaded again. Press LeftAlt+P and go back on duty again.

    Then it's normal! Because of how GTA IV stacks functions in the memory, after a while the scripts will start to act up and crash. There is fortunately a quick fix for this. 1. Bring up the console in-game by pressing the ‘tilde’ key. It’s located above your ‘tab’ key. (Note: Some users (including myself) needs to press the ‘ö’ key instead.) 2. Type “reloadscripts” (without quotes). This will cause all scripts to be emptied from the memory and then loaded again. 3. Force duty with LeftCtrl+P to go on duty fast, or LeftAlt+P to redo the duty part from the start.

    You can revert the backup without (hopefully) corrupting the saves. Go for it! Also, you can backup your current saves. They are located here:

    That's not possible. LCPDFR will only work with police cars placed in the available police car slots. Placing a police car model in a non-police car slot will mark it as just that; Not a police car.

    Reading your post makes me think that everything is okay with ELS. What exactly is wrong, since you said the menu is working? I believe it's alt+m btw.

    First off, Welcome to the forums! 
     
    1. Either one, but EFLC is more stable in my opinion. (http://store.steampowered.com/app/12220/). 
    2. Look through this list: ('?do=embed' frameborder='0' data-embedContent>>). 
    3. LCPDFR is recommended to play with mouse and keyboard, but it's possible to play with controller. Read this: ('?do=embed' frameborder='0' data-embedContent>>). 
     
    Also, slightly off topic but you said you wanted to play the game: Laptops are not recommended for gaming. I say this to everyone that's using a laptop. You will get better results with a real gaming computer, or at least a tower.

    Reinstall the car mods with OpenIV instead (http://openiv.com/WebIV/guest.php?get=1) also, download this (http://www.hazardx.com/details.php?file=83) and put it in the GTA IV directory, overwriting any files.

    Unfortunately, this. It would seem that your Windows Installer is FUBAR. Do backups of everything to an external drive and reinstall it.
