Make sure that the trainer keys are disabled by going to your GTA IV folder, open trainer.ini, hit CTRL+F, type in KeyBindingsDisabled=0, click on Find Next and replace 0 with 1.

If you stop recieving callouts after awhile, Bring up the console in-game by pressing the ‘tilde’ key. It’s located above your ‘tab’ key.
Note: Some users (including myself) needs to press the ‘ö’ key instead. Type “reloadscripts” (without quotes). This will cause all scripts to be emptied from the memory and then loaded again. Press LeftAlt+P and go back on duty again. -

There is fortunately a quick fix for this. 1. Bring up the console in-game by pressing the ‘tilde’ key. It’s located above your ‘tab’ key. (Note: Some users (including myself) needs to press the ‘ö’ key instead.) 2. Type “reloadscripts” (without quotes). This will cause all scripts to be emptied from the memory and then loaded again. 3. Force duty with LeftCtrl+P to go on duty fast, or LeftAlt+P to redo the duty part from the start.

1. Either one, but EFLC is more stable in my opinion. (http://store.steampowered.com/app/12220/).
2. Look through this list: ('?do=embed' frameborder='0' data-embedContent>>).
3. LCPDFR is recommended to play with mouse and keyboard, but it's possible to play with controller. Read this: ('?do=embed' frameborder='0' data-embedContent>>).
Also, slightly off topic but you said you wanted to play the game: Laptops are not recommended for gaming. I say this to everyone that's using a laptop. You will get better results with a real gaming computer, or at least a tower.
