Added cars aren't supported by LSPDFR (yet). Review the readme to figure out how you can spawn said car. You can spawn cars with the RPH with either these commands; spawn <name of vehicle> (Spawns the car infront of player) SpawnAndWarp <name of vehicle> (Spawns into the car)

Why would they? We're intentionally bypassing restrictions put fourth in their TOS and represent a modding Community, something that Rockstar really hasn't been a huge fan of lately.

Plugins developed for LSPDFR 0.2x aren't guaranteed to work with LSPDFR 0.3 - It's up to the developers of each plugin to update it.

Most of these things has been adressed in the next iteration of LSPDFR (0.3). NOOSE takes longer to respond and there's a thought behind that; it's not like they're hanging around every street corner waiting for a call. Regarding the despawning: It's something the game controls and to my knowledge hard to bypass, and bypassing it might cause performance issues. I am sure LMS and Sam are working hard on all issues though.
