The Crime Statistic system is currently offline, and because of that (planned, mind you) downtime it seems to be causing the error'd message at the moment. Workaround: Don't link your account during the downtime. Hope this helps.

Quoting works fine. Watch your BBCode, and you'll see your isue. As said above, there are workarounds and sometimes it just happens randomly (it happens to be quite often actually for me). I liked the GTA IV system better, but a eventual PC version of GTA V might fix this problem.

This error occurs when Windows do not have enough access to write to the GTA IV folder. You need to make sure that you run the installer as administrator and that UAC is disabled in the worst of cases. The crime stat system is down atm, which may cause some issues with the installer. When you have a fresh copy of Windows all settings are reverted to default. Things will behave different. It's not weird.

No, it also rewrites the file system which may have errors, since Windows is really crappy when it comes to file management. It does loads more than "just saving time deleting a folder". Clearing the file system is generally prefferable when installing a new operating system since the "hole" that is left by the old operating system isn't overwritten, which will cause errors if it isn't filled (ie by formatting). If you want to continue discussing this, throw me a PM. We're going a little bit off-topic here.

Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe. Check if the mouse comes with a config software. Also, check the settings in-game.
