I think you should edit the actual ELS.ini files. Read the ELS USER GUIDE.pdf for references.

Welcome to the forum and community! :) When you are inside, walk straight ahead to the office in-front of you. You should now be able to choose cop-model. To get a partner, go to the office to the left, from where you would be currently standing. Note: You can only get one partner with LCPDFR. Then go out the way you came in and you will be able to choose a car model.

I don't think you can, I don't have access to the LCPDFR.ini right now. I would poke around in there.

Well, we could be living in an alternate universe where countdowns are fake.

I like the charger more and more recently, I hope it will turn out better than the current ones. Not that they are bad though. Still, favorite car is CVPI.
