That would fall under speech2text, something that is hard to do but I'd guess it's doable. Just don't ask me how to do it.

You will have to wait until the Crime Stats system is up again and after that reinstall LCPDFR.

Welcome to the fora! I would suggest looking at that video again. If that doesn't work: Have you unchecked the taser option during the installation of LCPDFR?

For in game: Are you sure you are pressing the right key combo? (LeftAlt+P). For the installer error: Have you watched this video ('?do=embed' frameborder='0' data-embedContent>>) by Break to solve your issue? If that doesn't solve your issue however, make you uncheck the tazer option in the LCPDFR automatic installer.

Running the game as administrator? Is UAC disabled? Disabling UAC: Open the start menu. Type “UAC” (without quotes) Pull the “slider” all the way down and accept the changes. A reboot may be required in some rare cases.
