Yes, you need to complete the first mission before you are able to play LCPDFR properly.

I don't think you can. If you can, it is most likely outlined in the manual.

No, you only need to complete the first mission. LCPDFR will unlock the islands. What do you mean with the last questions?

The manual is included in the download. To toggle a function, simply choose the option again.
