What servers are you talking about? You'll have to host your game, or post here http://www.lcpdfr.com/topic/5287-want-to-play-mp-right-now/ to find like-minded GTA IV Multiplayer players. There aren't any dedicated "mod" servers.

People would get a lot better responses by contacting Rockstar directly, they don't care for polls as far as I know. Sending an email to mouthoff@rockstargames.com with ideas is a lot better.

Well the short answer is yes, it is true. The longer answer is that the ruling government wants to help them re-intergrate into society by providing opportunities for jobs and housing instead of stripping them of their Swedish Citizienship (which I think is the only logical way to go about this kind of people). From what I could read from the report it's a sort of relief program, of sorts. It's a very lenient way to go about it, and part of our already derailed and irresponsible policies with these kind of questions (immigration, reintergration, how to deal with jihad, etc). I'm not sure it will do any good, but time will tell. One important thing to note is that we're not giving them free stuff, we're providing them with the means to get this stuff and a way to bypass standard regulations in a way.
