Use WinRAR, it just has the trial shit to try and make you buy it, but really the trial lasts forever.

Installer crashing = .NET Framework problem on your end. Even if you managed to get the LCPD:FR files, you'd most likely have the same problem with LCPD:FR as it uses the same framework.

You should try building your own PC. It's pretty easy, lots of guides online. Plus you'll get pretty good spec hardware

Not bad. What's wrong with 40fps? I encountered problems where my frame rate would be high at points then would slow down for seemingly no reason. Upon investigation I found that that my CPU was overheating, and it was being thermal throttled when it got to a certain temperature.

It's GTA IV, to be honest, what do you expect? It's a bad port and you'll find it hard to get over 30fps, even on the best hardware.

If it says failed: duplicate entry, then it means it's already been used :P - you sure it hasn't worked? Try entering the cmmunity team channel or testing channel.
