Sorry, but is your question can I turn off the multiplayer map and still get the features of the multiplayer map? The flag for turning off the multiplayer map is a development option. It's not supported and will break parts of LSPDFR.

Your mods folder is corrupt. If you've made a recent change, you'll have to revert it. Try renaming mods to _mods to confirm.

There's no error in your RAGE log - this is not an LSPDFR issue. You have most likely installed a mod incorrectly. Try renaming your mods folder to _mods.
