Depending on what version of SHVDN you are using, it causes crashes like that. If removing SHVDN doesn't help, AV may be blocking LSPDFR's dll.

That particular LSPDFR error means LSPDFR failed to load assets (e.g. your mods folder is corrupt or has a mod interrupting the game loading correctly). It is not caused by anything else.

Don't start the game with RAGEPluginHook then, if it's causing you problems. Start the game however you can, then start RAGEPluginHook after the game is running.

For some reason it is looking for the .NET 6 runtime, I don't think there's a reason it should be doing that, perhaps report to the author.

You ensure you have the latest update of GTA V. Then you install the latest LSPDFR version.
