This is a developer message that concerns post-shutdown cleanup and not something you need to concern yourself about. You need to concern yourself with what causes the shutdown. The actual error is above those messages in your log, which shows what @Yasd said.

Yup. That means the issue is in your mods folder. Renaming mods to _mods stops the mods folder from loading. You'll have to undo recent changes you made to your mods folder, or start it from scratch.

Rockstar recently introduced the BattlEye anti-cheat system. To use mods like Scripthook V, RPH, and LSPDFR, you'll need to disable it. A new setting in the launcher allows this. To disable BattlEye, open the Rockstar Launcher, navigate to the 'SETTINGS' tab and uncheck the BattlEye setting, which is by default checked. If using third party launchers like Steam or Epic and these instructions do not work for you, you may need to create a commandline.txt file, with the contents -nobattleye or insert it into the command line arguments of the launcher. Well, yes. Renaming mods to _mods disables the mods folder. That's the entire point of renaming it. To figure out where the problem is. If your game then loads normally, then you know it's something you installed that broke your installation. You really shouldn't be touching any dinput8 or d3d9 files. It's possible whatever you did has erased the ASI loader. You can reinstall this in OpenIV or by downloading SHV and making sure you copy over the dinput8.dll file.

This is one of the reasons we don't recommend reverting. If you have a Steam copy, you'll have to Verify game files.
