I'd suggest setting Fraps to record at 25FPS and locking the frame rate while recording. Seems to help me out.

Because we can. Besides once you've got it right, it should never crash. I've only recently started having issues but that was due to certain car models, ELS V6 still runs fine for me.

Make it a hell of a lot louder, you need to make it sound as if you were sitting right next to the siren IRL when you edit the volume. Trust me.
