Uh, is this about GTA IV or GTA V? You posted this in the LCPDFR (GTA IV mod) section, and included "LCPDFR" in your title, but then went on to talk about GTA V...the mod for GTA V is LSPDFR.

It's because those cars are supposed to be turning right. Turning right on red is perfectly legal in most parts of the US. I think the AI gets confused and goes straight instead of turning right sometimes, though. The same thing happens with left turn lanes. Cars in the left turn lane will wait for the left turn light to turn green, but sometimes continue straight instead of turning.

Number 1 is an unreleased version of PoliceHelper. The author is no longer in the community, and did not want that version shared before he left.

If you hold down E like you are stopping pedestrians, cars in the area will stop too and the driver/passengers will get out.

This isn't a problem with RPH or LSPDFR. Look at the title of that error message, you have an outdated version of ScriptHook. Download the new one here: http://www.dev-c.com/gtav/scripthookv/

You don't manually load those mods. They are LSPDFR API mods, and therefore are installed to /Plugins/LSPDFR and load automatically. Also, since this isn't really directly related to LSPDFR, but to third party plugins, moving to GTA V Support. Your topic has been moved to GTA V Support, this is not LSPDFR related.
