Well I'll was down in the grove st area and stopped a car and went to arrest the driver, I had about three guys across the street come up and just open fire on me and i died, lol  when i  and respawn at the hospital i lost my car,  how can i recover my police car or get a new one, is there a way to have one at the hospital ready for me, can that be coded in the game?, I know i could steal a city police car but to me it look odd to be playing as a sheriff  and driving around in a city officer car

 

You're best getting a trainer, as these help with a lot of stuff like this, they also let you change your ped to ANY of the peds or animals in games, so you can get some pretty cool combinations of peds and change their textures and such.

Yeah, to spawn a vehicle type spawn (vehicle name) depending on the vehicle name it'll pop a different vehicle in front of you.

It will be the name that is within the game's files. For example, to spawn the LSPD cruiser, you'd insert "spawn police". For the sheriff cruiser, I believe it is "spawn sheriff". It will give you recommended/possible options as you are typing it, and all you need to do is press tab to select the option.

I feel like a head ache haha, but get a trainer, most of the ones i've used let you turn all the lights on, including the interior lights, as well as the opposite and black out my car.

There is a game function for this. I believe it is H on the keyboard, check your game controls if not. 

Unless you spawned a vehicle using the console (I doubt you did since you are asking what to do to get a new car), the vehicle that you get when going on duty never despawns even if you end far away from it so there's no need to spawn a new one. Unless you destroyed it you can always get back to it.

Open the Rage Hook console (F4 by default) and type:
WarpIntoLastVehicle

You will be teleported back into your seat.
