Have you already updated to game version 1.0.7.0?

Since it takes up so much RAM and CPU, GTA:IV will lag when you have a bunch of other programs open. Try to close some programs, or open your task manager (processes tab) to see what is taking up the most of your CPU.

Make an attempt at re-installing LCPDFR. Navigate to your C:Program Files (x86)Rockstar GamesGrand Theft Auto IVscripts folder and delete the folder LCPDFR and the files FirstResponse.ini and FirstResponse.net.dll. then re-download LCPDFR from the downloads database and repeat through the installation process.

Do AI police come when you shoot? Or when another AI shoots? I believe that if an AI police unit is near, and a shot is fired near them, they will get out and start shooting at the civilian AI that is shooting.

I have both SNT and LCPDFR installed. When you finished choosing your uniform, did you re-spawn back inside of the stationlawyers office? If so, when you leave the lawyers office, you should spawn in a view that allows for vehicle selection.
