    You only see what mods you have in your game. He must have had multiple cars modded, and his friend was driving another car that was modded in his game.

  7. With LaunchGTAIV.exe. Also, upgrade your game to 1.0.7.0.
  8. No.. Don't run your game by the launcher. Go to your main GTA:IV directory and run LaunchGTAIV.exe as an administrator. Also, you are not allowed to bump topics. People will get to it when they can get to it.

  10. Find LaunchGTAIV.exe in your main GTA:IV directory (C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV)(Or right click your shortcut and open file location) and run as an administrator. From there, you will spawn in the game and press P (twice to get rid of the blurry screen) and you will be guided with dialogs through the rest. Nothing to see here!   11. Does this only happen when you start LCPDFR? Try going to view the station without LCPDFR. IT sounds to me like you put a map mod in and fucked everything up.

  13. Okay. ELM, I was sure was a mod for GTA:SA. ELS was though, called ELM when it first came out to my understanding.
  14. It's basically a more realistic mode of LCPDFR, which would in general, make things harder.

  23. They're for two totally different games. ELM (Emergency Lighting Mod) is a mod for GTA:SA. ELS (Emergency Lighting System) is a mod for GTA:IV.
