The car looks pretty decent for your first, but the skin needs some work done. You could use multiple fonts, colors, designs, badges, or other appealing visuals. The problem is the font is all the same and the design is very bland. I'd work on improving the skin or have someone make a skin for this.

This is ridiculous what kids are doing now. I cannot believe they have the intention to go out into public and harm others; it just makes me sick.

For a skin, you NEVER release a WIP. It's either nothing or finished product.

If I were you, I'd get two sticks of 4GB of ram instead of one of 8GB.

I think you get the basic concept, but it would help to add more of a design. Use a different text for the 'Liberty City Police', make the badge smaller, and reduce the amount of the warning stripes down to a little. Those should only be used on the rear bumper. Just some words of advice. (: -
Okay. If I were you, I'd just get a free trial of AVG at their website, run a scan, and see if she's true or not. Couldn't hurt to try. Don't know how the lady could possibly know of some manner like that. *Edit* Also couldn't hurt to put that lady on the block list.
