Animated GIFS with Sound!
Ah. It's quite interesting to see the differences between the HTML5 player and the flash player. Yeah, I seem to remember last time I uploaded a video H.264 was the encoding they recommended.

Animated GIFS with Sound!
I didn't realize that it still played the flv encoded videos. I guess it would make sense not to have two copies of every video just so the HTML5 player can play something other than an flv.

You can also use an HTML5 player on YouTube by opting in at http://www.youtube.com/html5 if your browser supports it.

Animated GIFS with Sound!
Firefox blocked the swf from playing automatically. I had to click on the red lego brick in the URL bar to allow it.

3DS max Chrome mapping
No, if you set up the material and map the texture correctly in zmodeler, it should be fine.

Zmod/ 3DS question for scratch making model
In blender I believe you can just drag in the blueprints right from blender's file browser into the viewport (you have to have the file browser on thumbnail view).

OCSD Responding Code 3
Nice skins and a beautiful screenshot! The equipment is spot-on too, as I've noticed that most OC Sheriff vehicles still use the Whelen Edge.

Zmod/ 3DS question for scratch making model
3ds max is definitely the best software to use. Once you learn how to take advantage of all the different functions, you can make really good models. Personally, I use blender for making simple things, but that's only because I already knew how to use blender and I don't know 3ds max that well.

GTAV PC
That is why they are probably waiting to announce a release date. They want to be sure that they will be able to finish by that date.

GTAV PC
Though the PC version isn't officially confirmed until it is announced by Rockstar, I'm 90% sure it's going to be released on PC. Judging from previous releases and tongue-slips from the video game industry (like nvidia, Amazon, and others), there will be a PC version, it is just a question of when. Assuming Rockstar is in the process of porting it to PC, they may have just had a target of March 2014, but don't want to announce a release date until they are sure they won't have to push it back. Also, if they announced a PC version without having a release date, people would go nuts about trying to find a date (even more than they are now). Edit: Plus, they want all the PC gamers' money. I am probably not the only one who didn't buy it for console (even though I have a 360) because I knew I'd just buy it for PC again later.

LAPD Shoots Unarmed Man on Live TV
I think the officers acted within reason. Could there have been a better decision made? Maybe, but the officer would be risking his life to take the time to load LTL rounds, and using a taser when the broken fire hydrant is shooting water 15 feet into the air is not really a good idea. Edit: After reading some more posts, I do think the officers should have been more cautious about shooting him. However, taking into account his previous behavior and the split-second decision the officers had to make, I think that shooting him might not have been the best choice, but it wasn't completely uncalled for.

Man steals rental truck, crashes into 6 police cruisers, then floods Burnaby Hospital
Well he may be useless physically, but with modern prosthetic limbs, he could theoretically regain a lot of mobility. Plus, just because he can't move doesn't mean he can't think. Take Stephen Hawking for an example. He would not be able to move without his electric wheelchair or even talk without his speech synthesizer, yet he is one of the most notable physicists ever.

Man steals rental truck, crashes into 6 police cruisers, then floods Burnaby Hospital
Isn't that like saying "Well, this man has no arms or legs and he can't move on his own, so we might as well kill him."

Ambulance with full interior
Ambulances in GTA IV are restricted because the rear passengers can only sit a certain way due to the seat nodes, which makes it hard to make a detailed interior where passengers can still enter and sit without looking really weird.

Yeah, on the radio they said that even a lieutenant had been arrested and that violence was "institutionalized" in the prison.

LA Noire Steam Sale!
Since this website revolves around policing and you guys seemed to appreciate the other steam sale topics I made, I figured I'd let you all know that LA Noire is only $4.99 ($7.49 with DLC's) on steam through December 13th.

What can I update?
My 620W power supply runs my 6870 just fine. The power supply and case that once you upgrade, you can keep them for quite a while. I'd personally get around an 800W power supply if I were to upgrade. Keep in mind though that the power draw of both processors and graphics cards are dropping very fast, and soon you won't need such a power-hungry power supply, though it is nice to have if you need it. Another cheap way to upgrade your computer's performance is to buy a relatively cheap heatsink for your CPU. I managed to crank my i5-2500k up to 4.3GHz on a $25 heatsink.
