That wasn't actually a mod, Rockstar added that feature in the first version of GTA SA, but was later disabled due to complaints. The "mod" was just a cleo script that re-enabled the feature in the game's code.

Try OpenIV, it works much better.

You have to disable write protection for your gta iv folder I believe. Right-click on your gta iv folder and go to properties, then uncheck Write-Protection.

Try this, it worked for me: if the trainer menu is scrolling down, hold numpad 2 and then release it. Then it should stop.

I think it's not possible to change the actual non els lights to blue. But you CAN change the "glass" color to blue.

What truck did you use for the prison transport truck in the ending of patrol 3? It looked pretty good.
