This was exactly my situation a couple of years ago, I really really wanted GTA 4 because of LCPDFR, but I couldn't because my computer sucked. So for christmas I got a new computer and could finally play it. Long story short, I got a new computer and I could play LCPDFR.

I recommend this game to anyone who likes real police work, like investigation of crime scenes, interrogating people, etc. Just to warn anyone who is sensitive, it contains nudity and lots of blood.

Check if there is a file called xlive.dll in your GTA IV directory. It works as a script loader, but will block any windows live functions in the game. Remove xlive.dll and replace it with another script loader like dsound.dll: http://www.fileplanet.com/221332/220000/fileinfo/Grand-Theft-Auto-IV---ASI-Loader

My opinion is that if that fire department has the main responsibility for that specific area and if they don't put out that fire, it will most likely spread to other buildings and it may cause a massive fire unless they get assistance from another F.D.
