Like for example Chicago, what would you think the city would be named in GTA? Rockstar always name the cities differently than in real life (that's actually my favorite thing about the GTA series) like Los Angeles = Los Santos, New York = Liberty City.

Washington D.C? Maybe that you can attack the president? But then I guess the game would be banned in the U.S..

Change the horn key in ELS.ini to 'H'. This will solve your problem. You will still be able to sound the siren and horn with G. Go into the ELS.ini file and change the 'ToggleSiren = 71' to 'ToggleSiren = 72'

I would like the 0.91 arrest system back, but re-made so it's more stable. I'd also like that after you arrest someone, you can put him in another patrol car already on-scene, instead of calling a prisoner transport.
