Problem: After I installed Callouts+, the game starts to lag into oblivion after 2 minutes of gameplay.

Hello, welcome to the forum! I'm no modeller, but I'm pretty sure you would have to paint the textures yourself, and somehow get the texture and the snow plow model fit together. And then you would have to add collision to the snow plow too. Not sure, though, I've never done modelling in my life, just texturing. I get bored easily, and when I get bored, I usually draw ambulance or police textures for GTA IV. But I have run out of ideas, can anyone suggest what I should make?

My friend has Arma 3, it looks amazing, and the AI is about 500% better than Arma 2. If you were to get Arma 2, though, get ARMA 2, and ARMA 2 Combined Operations, then you can use more mods.

This is an amazing idea.

It probably preloads the models! :D I think the game loads all the necessary models for LCPDFR during the games' start-up process, rather than loading them with every call-out, and then disposing them. I'm not a programmer, though. Just a guess.

Nope, even if the lights and sirens are off, they still run away. EDIT: Could it be Mordeckis Siren Tool.asi? I'm gonna try and remove it and see what happens. EDIT2: No, they're still running away. Could this problem be related to a handling error? Maybe the game thinks the car is driving on the sidewalk or something.

Every time I drive through an intersection there are always pedestrians there, even though I drive carefully, stopping at red lights, etc the peds get frightened and starts running away from me. It gets annoying after a while and it's not very realistic. Help?

Are you using ELS or Non-ELS cars?

You should definitely upgrade your processor, a Pentium is not a good choice for gaming, I would go with an Intel i5 or i7.
