You can import audio files with openIV, you just have to right-click the target file in OpenIV and click Replace and choose the file you want to add!

My friend had it on his computer and he needed help installing GTA IV, and I think the UI is so limited and too user-friendly that it's just like a Mac, where everything is done behind the scenes, kinda. I'm a more advanced user so I don't like it when you can't change the settings the way you want it, so Windows 7 was perfect for me. Windows 8? No. Just, no.

No, there is no such mod AFAIK, except for Police Pursuit Mod. You could ask someone to make a callout for LCPDFR though.

Not illegal meeting like that, but you could have to go and investigate the area make sure things are ok and then leave. (like stay in the area for 2 minutes to complete the callout) I like the OP ideas, although multiple pullover's would not happen so much I don't think, I mean if you're street racing you're violating law and therefore why would you pullover lol? And maybe sometimes there would be people fighting on random occasions at the meeting or people with warrants and such.
