Select the lights in Quadr, open the materials editor (red ball) find something along the lines of fslegend lightsemmisive make sure the first texture in the "..." area is the texture with the lights on it, then at the bottom of the materials editor hit "Assign to selection"

There is just no real concept behind it. Until the end I couldn't tell if I was watching a vehicle showcase, a cinematic etc. Cut down on the around the vehicle shots. If you're trying to promote a clan or group, showcase what you guys do, how you operate. Not just a vehicle driving with its lights on down the street. Possible ideas: Chasing someone, performing a traffic stop, accident scene, etc. etc. I see you titled this thread "Dramatic Video" but the only dramatic thing about it is the music, if you took that away it's just a video of a police car snapping from camera angle to camera angle.

Something got corrupted along the way, whenever this happens to me I just re-import the base model and place all the modifications into it's hierarchy. 

I've always loved BxBugs Crown Vic and hated the DSF Vic. But It's vice versa now, I don't know why!     The DSF CVPI looks more like a Crown Vic than BxBugs.

I still need to work on into the dispatch interface as well as departments directory. I made some modifications so the system will be compatible with both GTA IV and V.

There are some alloys on the D:SF model that is uploaded on here, however they are not police hubcaps. You'd be able to edit the vertices on them and edit it to fix to the Charger steel wheel.
 
I still don't understand the point of someone saying "I have them but I can't give them out". It doesn't solve the OP's problem.

Except for the part where it wasn't.... "[Cars are still WIP] Release or nah?". I made William an LAPD explorer, Joker made that but hasn't released it.
