LAPD K-9 units back in the mid 90's were usually unmarked units there were some black and white units but usually no K-9 specific markings like today's units
full rear cage , seats were removed . rubberized flooring , ventilation fans window guards and a remote door popper (early version in the 90's) hope this helps

Try this video, I had issues too with installing EUP, but a lot of tutorials are bad and don't mention the way to fully install it, to make it work on NPC. You're likely missing the backup eup uniforms mod.
 
Since your game crash, try to unistall all EUP related content, watch if the game still crash and then follow this video :
 
 
 
 

You can try using this version of ScriptHookV.NET.

Couple of things:
1. Move: SimpleCTRL from Plugins to Plugins/LSPDFR. Microsoft.Expression.Drawing from Plugins/LSPDFR to the GTA V Main Directory.
2. Remove: Code Red Callouts as it has been known to cause issues and is ultimately designed for 0.3b.
3. Re-install any of Opus49's content and ensure you have put the IPT.Common file into the Main Directory.

The LAPD SWAT trucks in the 1980s and early 1990s were Cadillac Gage (Ranger & Commando V1000). Unfortunately we don’t have any DEV model, but anyway I can think about tweaking the APC tank to get the Cadillac Gage Commando V1000.

clearly there's more than one model of that belt with the nightstick in & out later after a nap i'll go through all the files and jot down the component and item ID of them all and make a little mini-mod for download to save everyone else from getting the same migraine i have now trying to do it 😛  i see a couple of models in here for the ASP baton too, in and out. so you can holster/unholster the asp.

For myself, (+ resources adjuster), downgrading some car's texture helped me in the past for one of my playset.
 
Try to keep your .ytd files under 10k kb size.
For that, you can resize some textures too big that you find useless.
If the file is 2096 just resize it in 1048, etc..

Partly. This modification also includes EUP backup including Police Officers, Military Police, Fire, and EMS units for the default backup menu.
 
If you do not want to have the special units (see below) then you can safely play this modification without Ultimate Backup and Stop The Ped installed.
 
Please note Ultimate Backup includes Coroner, Traffic Stop Backup, Felony Stop Backup, Towing Service, Spike Strips, Roadblocks, and canines alongside special units.
 
The choice is up to you, as the ambient spawn system works with and without Ultimate Backup and Stop The Ped installed.

I do not set an inventory in some of the departments due to the AI firefighters using police weapons if they were to have load-outs configured in inventory_eup. You may use HoldMyGun by Sebo to give yourself a loadout including a fire extinguisher.

You can select the "No Hats" folder when installing EUP Backup Configurations or you could remove them yourself. You can locate "prop_hats" in Ultimate Backup XML files, and Prop id= in the data folder XML files and set them to 0. The same goes for any other type of prop - just locate the phrase "Prop" or "Prop id".

You can rename the vehicle files by locating "<VehicleSet>" in Ultimate Backup or "<Vehicles>" in the LSPDFR data folder and agency XML.

You did not wait long enough before proceeding to the next menu. You must wait until LSPDFR, and all plugins are loaded before proceeding into the duty selection menu.
Your screen will be clear of notifications, and pop-ups indicating LSPDFR has fully loaded.
 
--> Do I Need The K9s?
No. K9s are built into Ultimate Backup already and will default to SHEPHERD if no settings are present.
Vests are not included within Ultimate Backup, but my modification has configurations enabling the vests made by martinct.
 
--> Can I Play Using More Than One Map At A Time?
NO! LSPDFR will crash if you try to load or install more than 1 custom map at a time. It's recommended to only enable North Yankton if you want to play there (and vice versa). Be sure to not have any other maps loaded or installed before attempting to do so.
 
--> I Want To Change My Settings - How Do I Do This?

I have a workaround for anyone that shares my opinion about this. It was recommended to me over on the 5mods forums. They suggested cranking up my vehicle's handling fMass value. I had to increase it from 1850 all the way up to 15,000, but as you can see, it's enough to override the excessive stability software.
 
You can do this one of two ways; either change it within the handling.meta using Open IV, or by using a really helpful mod called Real Time Handling Editor. I suggest the latter option. You can tweak the handling in-game, save your custom handling as a separate file and load it any time, and use it to replace that vehicle's handling line in the .meta file when you have it where you want it. It's not ideal, since every car has its own varying fMass value, but it's better than nothing.
 
Also, if you're wondering about the truck flipping, it's a script called Hollywood Rollover. I know the rollover looks weird in the video, but that's only because the mod just had an update for the first time in a long time and it just needs a little fixing atm.

Yeah, sure enough, without LSPDFR running, the AI is easier to pit. Man, this is just depressing. Do you know if there's a way to modify the code? I'm not looking to redistribute or anything. I just want to improve my own experience.

In your GTA V Main Directory go to lspdfr/data/inventory.xml and edit any of the weapons you want to edit. 

If you're on Steam, and the overlay is active, f12 is the key for screenschots.
 
Now, you can replace Police5 and Polgauntlet by going in your "vehicles.rpf"
 
You name the model you want it to replace "police5" or "polgauntlet"
 
Then make sure to edit the "vehicles.meta", and if you want the "handling.meta" files.
Those specific cars are special, and located in "update/x64/dlcpacks/mp2023_02/dlc.rpf/common/data/levels/gta5".
 
You can follow any tutorial on ytb to be sure, there is only the "vehicles.meta" location that is different from other main cars.

I forgot to come back and respond to your comment. I want to say that I definitely agree with you and it's true. I didn't like Donald Trump or Hillary Clinton, so initially I was completely unsure of who I was going to vote for. Then I conducted my own research, rather than flip on the TV like most others do, and gathered some background information on the candidates. What I saw was completely insane; I saw anti-Trump protesters rioting. They were attacking police, fighting in the streets, flipping cars, burning out businesses, burning American flags, waving Mexican flags, cursing American to the ground to crumble and burn, attacking Trump supporters and vandalizing property publicly endorsing Trump. I immediately went out and voted for Donald Trump afterward. They made it easy for me. If it hadn't been for them, I may have actually voted Clinton or third party.
I wasn't aware that we had an interactive selection menu of a preferred country of origin before we were born. I must have missed the cut, maybe new technology of some sort?

Indeed, the Inner City is the worst. You can actively watch people cheering on the suspect in foot persuits on the sidewalk. There are even some instances of bystanders attempting to trip law enforcement and obstruct them in any way. People there after shootings even pick up shell casings and toss them in a nearby gutter to just make LEO's jobs that much harder. There are very few upstanding and honest individuals in LA'. Most of them are probably Fire, EMS or LEO's.

There is dashcam footage from an LAPD patrol Unit that was posted yesterday, and the Officer still  had a VHS recording system. The reason the LAPD is stuck with old vehicles, and equipment is because of the government in that State. LA' is run by democrats, who not only dislike law enforcement...-..but actively try to disarm them. Nobody in the State or Local government in that area would EVER consider supporting law enforcement, more a less updating their equipment. Half of LAPD officers do not have access to M4A1 rifles, and instead are still stuck with 12 gauges. Their windows are not bullet resistant and updated, their radios old and barely functional..-..Just like their cars. It sounds obserd, but the local govt. controls the budget for Law Enforcement. And they won't be helping the LAPD anytime soon.

I got it fixed! 2 mods were interfering with the vehicles!

I've found the solution. To anyone who has many graphics/vegetation mods, this mod loads multiplayer maps, which can conflict with mods that changes props/objects etc. The fix for it is to go to lspdfr.ini inside lspdfr folder and set Main.DisableMultiplayerMap = true. This will prevent multiplayer map from loading and thus getting rid of texture glitches.
