The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

And I mean a mod to make the ped who drive the train to be able to brake or to to act as a "ped driving a car" ?

The closest I've seen would be Entrance Trains, the description on it states that

"The driver will react to obstacles and will try to stop if he sees an obstacle ahead."

Though I haven't had that happen (train stop, or appear to try to brake), but I also only had one situation where it would be necessary. Possible I installed it wrong, or just had bad luck on the one incident.
