    I just finished testing it... several Ai did pull over to the side while some just continued driving. Others would stop where they are and wait until code 3 passes by but it looks good. They arent human and since they Ai, there is so much we can do it.

    OfficerArks vehicles do not use carcols, so you can make your own replacement pack. It is very simple, and I am sure it will take a bit of time, but it can be done. You can use YouTube and look up how to create addons to replace packs. If you cannot find it, come back and I'll give an instructions on how to do that.

    first of all, this is friendly lore.. not meant to match the real-life tree or veggies. I don't know where the heck you got the "IDEA(s)" of this was meant to match a real-life look. Secondly, it doesn't look natural probably because your game isn't natural either. It's a game dude. If you want a real-life tree or a natural look, go out side.

    through your trainer. I dont remember the name by heart to go where to spawn it, but I do it automatically. Go into your trainer and then go into addon spawn. Once you are there, go into Emergency and it should have a list of vehicles you can spawn
