Delete all the files for SPARKIV and than redownload it could of got messed up downloading. Than put all the files in the .RAR in the same place. So all the files that comes in the .RAR put into a folder called SPARKIV ( will have to make that folder) Than use the SPARKIV.EXE to launch it.

Seems like alot of work just for 1 thing....

Ok 1st off, you could have a NASA computer but that won't help at all because GTA 4 is very unstable for the computer. Mods just make it more unstable. Like he said USE ELS v5, if you still crash use non-ELS cars for police and police 2. Because they are the one's that patrol the map and use ELS. Try not to use 3rd party models they tend to be buggy and unfinshed and high rate of crash. So only use well knowing modders. Such as Bxbugs or someone else who has release quite a few of car models. Make sure your using the latest version of scripthook.net ( that was the solution for me) Believe it or not some texture mods make the game loading on the computer easier thus increasing FPS

More games are coming out for PS3 than xbox now. More options on it ect... Any who they would lose money in anyway if they didn't make it for PC.....

My plans are to become a police officer for the city of milwaukee. I need to get college out of the way first which should be about 4 years. (warning life story down below) People ask me why I want to be a cop and I have a story behind it that I will share for one of the 1st times. When I was 5 or 6 I was playing in this ditch we have in front of our yard. ( it is a ditch that in that separates the road so on one side traffic goes north and the other side traffic goes south) I was about 150 yards away from my house when this purple SUV drives past. At 1st I didn't think anything of it than all of a son it pulls a U-turn and comes flying back at where I was. I knew something was wrong so I started to run back to my house. The guy gets out of his car and grabs my shirt I manged to get out of my shirt and run home. The guy screams something ( dont remember) Than drives off really fast, my mom calls 911 saying I almost was kid napped. A few days later police arrest the man and charge him with get this. Murder x2, kidnapping, and atp kidnapping. He kidnapping 2 kids before trying to kidnap me, so what he did was take the kids rape them than killed them and dump there body somewhere. Finally charges on him were, Murder kidnapping atp kidnapping, rape, child sexual assault and a lot of other ones. Scented to Life in prison without parole. Through out my life I have been in the wrong place at the wrong time, when I was at the Wisconsin dells I was 14 at the time I was a women hit by a car and her let was touching her face. Heard a gun shot that killed someone, to put the icing on the cake iv seen someone killed in a car crash..... If you want to friends with me think again.... So all in all want to be a cop to help make the world a safer place I would do it even though no one payed us I wan't to become a police officer to put people like that behind bars also to help and keep the world a little bit safer. If you don't want to believe me go head I won't blame you because I can hardly believe it my self.

In the 5 minutes of research of this car this is what I found on it. There was only 1 model made and the person who made it took it down so only a few people have it now. If you take 30 seconds out of your day to look on this website or GTA police mods you could find 50000 different cop cars of that same one....

1st thing 1st, I know your mad that its not working but you don't need to say fuckin every other word... Alright just delete the files and use the auto installer? Just download the IVDashCamV2.exe Than when it ask were your game folder is link it to your main gta 4 folder that is where the gta 4 exe is.. Does everything for you so you don't have to get angry at it... Also make sure your running GTA 4 as admin

Make sure you use left ALT instead of Right. so it should be left alt P

I'm saying do that as the last resort if none of the other solutions fix it. Almost all the computer guys I know do that every 8-12 months. Who likes losing all there files? But isnt it better to make backup any ways just in case your computer crash's or something like that? I don't think you understand the importance of a clean install of windows every 8-12 months. 1.) Files get corrupted ( most programs can't fix) 2.) Virus, malware, and other things that can harm your computer you may not even know about. Not even the top anti virus can protect you against virus that they don't know exist yet. You could have some kind of malware or virus eating up your system slowly... ( I dont care if you have a $900 anti virus program it can't protect you against every thing) 3.) Cleans up files you don't need and will help your computer with speed ect.... 4.) Get a chance to start over.. 5.) When you do a fresh install I don't think you know how much stress it takes off your computer... I could go on all day about things that it would fix, you came here for help but you seem to ignore it. My fix is a last resort do it if none of the other solutions fix it. Longer you have the problem the worst it will get. Its kind of like having a infected cut, you just ignore it thinking it will get better before you know your entire arm is infected you in to the doctor and they say they need to take the arm off. Now back to the blue screen like I said but you kind of ignored it was, if you get a bluescreen that means something isnt working right or I should say 99.99% of the time that means that. More then likely you have hardware problem or a driver is corrupted... Try downloading Advanced system care http://www.iobit.com...temcareper.html Its goal is to fix up your computer it helps alot download it and do a full scan and than repair all the problems it gives you....

It could be failure of something piece of equipment such as hardrive ram, graphics ect.... , need to remember your computer just dosnt give you blue screens for the fun of it 99.9% of the time there is something failing or drivers are corrupted. This is one tip to help every from blue screens with a computer you should do a clean install of windows ( meaning you delete all your files) At least once every 6-12 months...

Yes thats one con but all the pros for computer limit that con out pretty fast....
