After signing into the window that comes up when you launch the game, does nothing happen? (i.e. no loading screens, etc.) If this is the case, then you need to download/update GFWL (Games For Windows Live). The link to it is in my signature.

All I know is that the color values are from the carcols.dat file. A good explaination of the file (as well as a chart with all the colors and numbers) can be found here. I don't know if this helps you any though.

For the record, when PPM is uninstalled, there seems to be no way to change the loading screens back to normal. Anyways, are you running the game as an administrator? Have you made sure that there are no saved games for GTA IV anywhere on your system? (The location for them is C:UsersOWNERAppDataLocalRockstar GamesGTA IVsavegames).

While I have never played EFLC, I have read that it depends on personal preference. If you're only buying it for LCPDFR, then I would go with whatever one is cheapest. Might wanna wait for someone who knows more though lol.

What NicolaiB is saying is that they can literally add SOPA and PIPA to this bill (or any other bill), and it would most likely pass due to the main topic of the bill. I don't think they even have to make it public knowledge that they did so (could be wrong here, idk).

V6 was updated to fix the stability issues a while back, so I think thats what most people use now (watch as 15 people say otherwise...lol). And also, don't forget about the fbi slot, this can be ELS as well. As to Leonov's issue with the LCPDFR lighting modes, did you go into ELS.ini (in the main GTA IV folder) and change the value for "Active = 1" to "Active = 0" ? If not, then this is why the non-ELS lighting modes wont work.

Weeeelll..... With car mods + ELS and LCPDFR, there's gonna be problems, thats just the way it is. The best thing you can do to minimize problems (aside from not using ELS) would be to not have the police and police2 slots ELS-enabled. This is because when other mods try to control ELS lights, it just wont always work, and will result in a crash. If you plan on using TrafficFlow, also make sure that the firetruck and ambulance are not ELS-enabled either, for the same reason.

No problem. When you put in modded cars and ELS, did you replace the 'police' and 'police2' vehicles (these are the most common police cars that spawn in the game, and are outside all the police stations) with new cars that have ELS lights?

I'm betting my money on a corrupt savegame. Try deleting the savegame file, and start a new one, see if that does it.
