I bring forth to the discussion of real world events the following. http://www.bbc.co.uk/news/uk-wales-north-east-wales-25760351 Short story: A man who was being treated for chronic obstructive pulmonary disease died after being in severe pain. His wife had phones for an ambulance 3 times and was told the service was "very busy" and would send an ambulance as soon as one was available. She rang a 4th time to tell them not to bother as he had died. This is becoming quite a thing with the UK health service, not just failure to respond in time but failure to follow correct procedures and other situations. Search the BBC news website for NHS and feel free to read. I personally don't think they should turn people down like this, regardless. "Emergency Services" in the UK seem to be getting abused heavily by a lot of people, what do you guys think about this? For the record, the UK has a non-emergency phone number (101 for the police and 111 I think for ambulance, for advice), but these were reported as also being far too slow last year.
  2. It's probably the police car models causing the issue then. I would recommend removing those back to default police vehicles and see if that works, then slowly install a new car mod one at a time and test afterwards. Hope this helps :)
  3. The only time I ever see things like this are world files being messed with. In other words map modifications etc. Trainer's also have this feature because they allow you to edit the world then load your edits. (it's how most people make quick dodgy maps) I would try on a new save as suggested above and see what happens. If all else fails, re-install GTA IV and try with just the graphics mods first, if it still happens you know its the graphics mod messing it all up. For GTA IV on the 1.0.7.0 patch (so you can use lcpdfr as well) I would recommend Game4Video's ENB settings, then just tweak the ini file. I use that with the realityIV mod and the better road textures as can be seen here. I couldn't use all this plus car mods on a 1GB graphics card by the way, my current card is a GTX 760 (2GB) which allows better graphics detail. Hope this helps :)
  4. Without knowing what you downloaded it's a little difficult to tell. My best guess is you need to find the car4 section and in that delete the line of the car you replaced, and in that now empty space put the new line from the readme. I can't even check my carcol.dat file to see what it means because I'm at university waiting for my next exam. Otherwise I would double check for you. Hope this helps. :)
  5. I would guess at saying your pc can't handle running both GTA IV and the recording software. Action! is a high performance piece of software, which means it will be eating up your pc's resources (system memory most likely). I would recommend using another game recorder and see if that helps as you clearly can't run Action! and GTA IV :) Here are a few I know of. Fraps HyperCam CamStudio Razer Screencast (part of their game boost program) XFire has built in recorder Steam I think can. (Not sure though) Hope this helps :)
  6. What mods are you using with lcpdfr? At a guess I would say it's either a ped or vehicle model which is causing this issue, but if you don't have those then I'm not sure without more info. As for the new menu, open up the lcpdfr.ini file and change the controls.
  7. Your last 3 runs of the game in the lcpdfr.log file don't show any crash error so I can only assume then that you have an issue with another mod file. Are you using any other mods, if so which?

    I've cut out all the gumf about programming in .net as I've never done it and therefore can't comment... First point How do you know 1/3 of people can't use the mod if you then later go and ask how many people use xp? True fact, 98% of statistics are made up on the spot. Also like you said 4.5 offers performance upgrades, security ones too. If you're running a mod for a community where a large number of people aren't educated enough about PC's to know how to fix errors would it not be more beneficial to keep it performing at optimal so they don't panic when it crashes every 2 minutes? Second point Large companies still support it because they pay a HUGE NUMBER OF PEOPLE to carry on, whole teams in programming in fact. Not just 3 or 4 people who volunteer. And yes, businesses do use xp a lot, so do a lot of things. But your average pc user will stay up to date. Third point Most distributions are not older than that. The main 3 that people use (ubuntu, fedora and mint) were updated December 2013...Like windows was. Fourth point 70% of us will be running windows 8, yes because it's newer. You can't buy a pc now without it running the latest software (unless you self build) a huge number of people on the internet are not tech savy like us, so they buy a pc. Sorry if this sounds aggressive it isn't meant to, I just wanted to pull out a few key points, as you said this is a discussion. :) My last point.... Generally speaking the majority rules. If you code for the majority (your apparently, 2/3 of us who don't use xp) you will push out the minority yes. But surely that is better than holding back from the majority just so the minority can still play.

  11. If you apply handcuffs you're taking away a basic liberty which is their freedom of movement. This, by definition is therefore arresting them. Detaining someone is to prevent them from proceeding with movement temporarily for the purpose of investigation. Just thought you would like to know that :) As for the OP, I have never detained someone on foot so can't really speculate, I only really detain people in my vehicle for roleplaying "further questioning" or for the purpose of searching their car. Will have to try it out, although I'm pretty certain like ineseri said, they just remain stationary. EDIT: Just checked, detaining a pedestrian on foot makes them stand idle ready for you to return to later. EDIT 2: Double checked, detained a second pedestrian, walked down the street, both of them remained perfectly still. Went back to he 2nd pedestrian and aimed at him, message pop up saying "hold E for further actions." Detaining on foot works :)
  12. You shouldn't be getting too many graphical problems then. What settings are you running GTA IV at? What other mods are you using (script, data and texture mods)?
  13. ENB is not affected by your system memory, that's all dealt with by your graphics card which if it's a 1GB card then you're going to get texture and model loss. Your system memory deals with processing of anything non-graphical. In other words, scripts and data. You'll typically only use about 50-60% of your system memory while running GTA IV with LCPDFR, but with a 1GB graphics card you'll use about 95% of the graphics memory, just on GTA IV alone. As Ineseri has said this happens when your system is under high load, when the RAM is at high usage capacity (don't forget while GTA IV may only be using 50%, windows requires around 15-20%, google chrome uses around 10% too depending on plugins) If you're running ENB you already have high video settings, so try dropping the in game ones down every now and then. If you notice texture popping or loss of models in this instance, drop the vehicle density down for a few mins. Failing that, reduce the number of scripts you run, unless you're only using LCPDFR in which case you might want to reduce your play time. One other thing, using high poly car models will affect your system memory too, the game saves everything to system memory because it's faster and easier to access. but if it's having to save hundreds of cars which are bigger and more detailed than they're meant to be it will struggle.

  16. Nope, Rockstar Games is a development company, they make the games. Take 2 Interactive is a Publishing Company, they own the labels. :) It's like how DICE make the Battlefield games, but EA publishes them. That's more likely something to do with the new changes to YouTube policy, thanks google, real good job there. There are some legitimate youTuber's who make videos as a job, it pays them. And they are getting false copyright claims from Valve. But Valve commented saying it wasn't them. So I wouldn't trust anything on youTube right now unless it's sourced from Rockstar's page :) Speculation. GFWL Marketplace is being shut down this year to make room for the new Windows Store which is a universal link between windows 8 and xbox one. It's unknown whether or not the platform is going as well, but most people are shifting to steamworks anyway to be safe. they "THINK" it will occur 1st July this year, but Microsoft haven't officially commented on it.
  17. If you use steam client, even if your game is not a steam copy of the game, add it as a non-steam game. Then you have 2 options. 1) Use the steam Web Browser and load the control list '?do=embed' frameborder='0' data-embedContent>> 2) Re-Print the user Manual to ONLY include the 2-3 pages the controls are printed on, Save it as a .html file, load it, copy the URL from your web browser into the steam web browser while in game Then all you do is press Shift + Tab to open the steam overlay, and bam. Control list in front of you. I do agree the feature would be nice to be brought back, but those are 2 options as a temporary solution. Hope this helps :)
  18. Changing the handling should be done carefully as it is difficult to do and get it perfectly right every time. You need to open Handling.dat GTA IV > Common > Data > Find the line beginning with STOCKADE And adjust the numbers to your liking. As mentioned above though, because the police stockade, noose stockade and ordinary stockade are ALL THE SAME VEHICLE just with different skins so to speak, they all have the exact same handling. In other words, you change one you change them all, there is NOTHING you can do about this. So you either deal with it or change them all, basically. :) Hope this helps.

British armed police don't wear baseball hats. the British police force use the following headwear: Custodian Hat - Foot police (usually seen with a high vis jacket on too) Peak Cap (if male) or bowler hat (if female) - Some foot police or stationed guard, but usually for the vehicle officers Tactical NATO helmet with Protective eyewear and a balaclava - Armed Response units.   22. Which version did you use to install LCPDFR? Automatic or Manual? Which GTA IV patch are you using? and is it a legitimate copy? I would try installing just LCPDFR first, make sure it's on 1.0a (the hotfix) and check again. If that doesn't work then make sure your folders in the GTA IV directory aren't read-only and that LCPDFR can access them, and also try to run GTA IV as administrator. hope this helps, if not come back and quote me so I know you've replied :)

Go to the lcpdfr.ini file and change the following lines [Callouts] MinimumSecondsBeforeNewCallout=60 //The shortest time between 2 callouts Multiplier=250 //The multiplier increases the amount of callouts you will receive Enabled=True //Busy or not Busy MaximumSecondsBeforeNewCallout=600 //The longest amount of time to wait between callouts NOTE: The minimum and maximum times are in seconds (60 seconds = 1 minute, 600 seconds = 10 minutes etc etc)
