Re-install Coastal Callouts. It is missing files. Remove: Fire Callouts, Keep Calm, OCSpray, OfficerPorciPlugin, and Wilderness Callouts. Make sure you are using the updated versions of all of Albo's plugins found here.

Keep it rename to _mods. Make it crash again and send the RPH Crash Log. It's a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log.

Just replace the files here. It's the most recent patchday and doesnt require the files to be in there already. mods\update\x64\dlcpacks\Patchday28g9ecng\dlc.rpf\x64\levels\gta5\vehicles.rpf

Send the ScriptHookV.log and asiloader.log.

Rename mods to _mods and try again.

Rename mods to _mods. If that works, one of your custom vehicles has a vehicle hash that is unrecognized by LSPDFR.

Let's start with the basics. Rename ELS to _ELS and try again.

Remove Callout Manager and OfficerPorciPlugin. Then re-install Grammar Police. You are missing files.

Rename mods to _mods/keep it that way. Then rename Plugins to _Plugins and launch RPH. See if you can get past Trevor's airfield.

You can either copy and paste the contents into the appropriate section or replace the file.

Go into the AmbientAICallouts ini and disable the ambient events. Then see if the issue persists. I remember having this problem a while back.

Add ScriptHookV.dll back. Make the folder Scripts again. Make the crash happen and then send the ScriptHookV.log.

If changing _mods back to mods works, the issue is the mods folder. Try installing the gameconfig by PNWParks and the Heap and Packfile adjusters. If that still doesn't work, you can remove what you installed recently one-by-one and test after each removal. If you still can't find the problem, you will have to restart your mods folder.

Keep SHV.dll removed and mods to _mods. Launch GTA V normally first. Once fully in-game and you can move around, tab out and launch RPH.

Remove ScriptHookV.dll and try again.

No. It simply means that one of the custom vehicles you have has a hash that LSPDFR doesn't recognize.

It looks like an issue with the Stolen Vehicle callout in Traffic Policer. Make sure you are using the updated version by Aschtar. If you are, it could most likely be related to a custom vehicle you are using.
