You should always drag the one with the latest download just to be safe. The only time you shouldn't is with BejoIjo's mods. You can find the updated RageNativeUI here.

If the gameconfig doesn't work, you can revert what you added one by one and test after each removal. If that still doesnt work, you will have to restart the mods folder.

Re-install Dynamic Callouts and RageNativeUI. Then try again.

There isn't really a way to tell. You can start by installing the gameconfig by PNWParks as well as the Heap and Packfile Adjusters. If that doesnt work, remove what you added recently one by one and test after each removal. If you still cant figure it out, you will have to restart the mods folder.

At this point you might benefit from cleaning your Main Directory. Please make it in accordance with the image below. After you have cleaned it, re-install the manual LSPDFR and see if the issues persist.
